Who has the authority to make rules under the Salaries and Allowances of Officers of Parliament Act, 1953?

The Central Government, in consultation with the Chairman of the Rajya Sabha and the Speaker of the Lok Sabha, is empowered to make rules. All rules must be laid before both Houses of Parliament.
