Which Act empowers the Central Government to make rules for Officers of Parliament regarding rent, medical, and posthumous benefits?

All such rules namely 1974 Rent Rules, 1993 Medical Facilities Rules, and 2002 Posthumous Benefits Rules, are framed under Section 11 of the Salaries and Allowances of Officers of Parliament Act, 1953 (Act No. 20 of 1953). This section authorizes the Central Government to create such provisions, in consultation with the Chairman of the Council of States and the Speaker of the House of the People.
