It is to verify the digital signature which is stored in encrypted format with each such document having the QR code embedded in it. Only your mobile application can read the QR code and it will return the valid details. For e.g. if the content of a letter has been changed it can easily be verified through scanning of QR code that the data in QR code and document is mismatched.
