What happens in case of alleged Budget leaks?

In past instances (1970 and 1984), members raised concerns about early circulation or broadcasts. 
The Chairman clarified that:

  • The Finance Bill is not laid in Rajya Sabha until it has passed the Lok Sabha.

  • Early distribution of Budget sets, even if they contain the Finance Bill, is not a leak if it follows the Budget speech.

  • Timing issues, like minor discrepancies in media broadcasts, are not considered breaches of privilege.

  • The Chairman of the Rajya Sabha adjudicates such matters based on facts, rules, and constitutional provisions.
