Are travelling and daily allowances paid to the Chairman, Speaker, Deputy Chairman, or Deputy Speaker before the 1956 rules came into effect considered valid?

Yes. All payments made before the commencement of the rules on 16th June 1956 to the Chairman of the Council of States, the Speaker of the House of the People, the Deputy Chairman, or the Deputy Speaker as travelling or daily allowances are considered to have been properly made, as if they had been paid in accordance with these rules.
