Can the Chairman of the Council of States, the Speaker of the House of the People, the Deputy Chairman, or the Deputy Speaker receive advance payments of travelling and daily allowances?

Yes. The Chairman of the Council of States, the Speaker of the House of the People, the Deputy Chairman, and the Deputy Speaker are entitled to receive advance payments of any travelling allowance or daily allowance that is admissible to them under the Officers of Parliament (Travelling and Daily Allowances) Rules, 1956.
