How is clarification time regulated across parties and Members?

The Chair regulates this by allowing:

• One Member per party/group (2–3 in case of INC).
  
• Combined rotation for smaller parties (less than 4 Members).
  
• Names to be submitted by party Leaders or Whips.

Each Member gets a maximum of 3 minutes to seek clarifications.
