What is a Suo-Moto statement, and under what rule is it made?

A suo-moto statement is a voluntary statement made by a Minister to inform the Rajya Sabha about policy decisions or important public matters. As per Rule 251 of the Rules of Procedure and Conduct of Business in the Rajya Sabha, such statements may be made with the Chairman’s consent. No questions are allowed at the time of making the statement, although clarifications may be permitted as a convention.
