What is the process when Bills need presidential sanction?

As per Rule 62(2) of the Rules of Procedure and Conduct of Business in the Rajya Sabha, any Bill that requires the previous sanction or recommendation of the President of India must obtain it before the Bill is introduced in the House. However, this rule does not apply universally to all types of constitutional amendments — for instance, many constitutional amendments can be introduced without prior presidential recommendation.
