When and how was the Rajya Sabha initially constituted?

The Rajya Sabha was initially constituted on 3rd April 1952, following India's first general elections after independence. The process of its formation was in accordance with Article 80 of the Constitution and involved multiple steps and authorities:

  • Elections were held in March 1952 to elect representatives for the newly formed Upper House.

  • Members were elected by the Legislative Assemblies of:

    • Part A States (former Governor's Provinces)

    • Part B States (former princely states)

  • Electoral colleges were formed to elect members from the Part C States (Centrally administered territories).

  • 12 members were nominated by the President of India for their distinguished contributions in fields such as literature, science, art, and social service.

  • Additionally, 4 members from Jammu and Kashmir were nominated by the President, based on the recommendation of the State’s Constituent Assembly.

The culmination of these elections and nominations led to the formal constitution of the Rajya Sabha on 3 April 1952, marking the beginning of its functioning as the Council of States in the Indian Parliament.
