Who initiates the obituary reference when a Prime Minister or President passes away?

The obituary reference is usually initiated by the Presiding Officer (Speaker or Chairman) at the beginning of the first sitting after the demise. The Leader of the House or the Leader of Opposition may also make remarks, especially in the case of prominent leaders like the President or Prime Minister.
