What is the significance of the 1999 Rules and their validation?

The Telephone and Secretarial Facilities Rules, 1999 are deemed to have been in effect from 5th February 1999. Any actions taken under these rules before the 2000 amendment are considered valid and lawful as if the amended provisions were in place all along.
