Can a citizen file a complaint against a Member regarding false declarations?

Yes. Under Rule 5, any citizen of India or another Member can submit a written complaint to the Chairman if they reasonably believe that a Member has wilfully contravened the rules. The complaint must:

  • Be made in good faith

  • Include a concise statement of facts

  • Be accompanied by an affidavit affirming the complaint is not false, frivolous, or vexatious

  • Attach documentary evidence and source details, if applicable
