After receiving a leave application, the Chairman reads out the substance of the application in the House, generally after oaths, obituaries, and laying of papers. He then seeks the House’s permission by asking if it agrees to grant leave. If there is no objection, permission is granted. In case of dissent, the Chairman takes the sense of the House and declares the outcome.
