What kind of telephone facility is provided to eligible Leaders, Deputy Leaders, and Chief Whips?

Each eligible Leader, Deputy Leader, or Chief Whip of a recognised party or group is provided with one telephone connection. This telephone may be installed either at their residence or office in Delhi/New Delhi. 

The Member is not required to pay for the installation, monthly rental, or any official calls made from the telephone, provided that a declaration is submitted certifying that the calls were made in the discharge of their official duties.
